This quest belongs to an NPC, whom you must be on the same place as to complete.
To complete all a quest all you have to do is on the same plane, then click Quests tab, click the quest, click complete.

Your travels through Hell give you little to no answers. All the while, you chase down a jewel, which is connected to these emerald artifacts, which are all connected to The Creator, who is playing a game with you—leading you, forcing you.
You have questions about the TV People, whatever that is, and the Nameless Ones, who you know pull the strings of The Guides, people like The Poet. However, your interactions with The Child make it seem that he has far more power and control over this world and its various planes than even the Nameless Ones.
Perhaps you could understand why or how. Thus, you seek out the Scholar of Hell.
Eventually, you find him sitting at a table in the middle of nowhere, a barren wasteland around him, with screaming souls crawling from the ground. He looks up at you as you approach, a smile on his wicked, handsome face.
“You come to Hell seeking answers, don’t you?”
You state that you are seeking to understand how much power The Creator actually has, and who is really pulling the strings.
“Games and strings, child. I want something from you, child. A test of your strength, if you will.”
A test? you ask.
“Yes, but to do the test, you have to do the exercise.”

“Find me the Dust of Satan’s Tear. Should be easy, no?”
