This quest belongs to an NPC, whom you must be on the same place as to complete.
To complete all a quest all you have to do is on the same plane, then click Quests tab, click the quest, click complete.

You approach The Dungeon Master, the one you now know is The Child. Also The Creator. All in one body, held together by a single ring. A manifestation.
“So, where is my Shades Dust?” he asks.
You tell him how far you have managed to get. You tell him your revelations, and how his strings are being pulled.
He laughs.
“I am The Creator. The Child. I hold the gates closed. I hold the key. I am the quill, and its creation.”
His energy shifts. A darkness washes over you, a kind of magic you cannot fathom.
You try to fight it, but you only manage to ask why he does not delve for the dust himself.
“Because you are the curious one. Fetch me the Emerald Feather, and I will give you the quill.”
You tell him you already stole a key from Axerixious, and it enraged him enough to threaten you with a price you do not yet understand.
“You let them, those beings in the cosmic fold, manipulate you? You dare accuse me of being their victim?” His voice hardens. “You are a pawn. I am the chess master. Fetch me my damn feather.”
You could refuse, but that would escalate things, and you are not in any position to survive that test of strength.
