This quest belongs to an NPC, whom you must be on the same place as to complete.
To complete all a quest all you have to do is on the same plane, then click Quests tab, click the quest, click complete.
You must have the required items, currencies and/or faction points needed.

Before Completion Text
“You are persistent. I will give you that.” The Accountant states as you approach him again, this time by the Tower of the Fearful, somewhere in one of Hell's many plains.
You tell him you need to know about Copper Coins. Where did they come from? Who created them? Are they like Gold Dust, created from disenchanting gear? Or Crystal Shards, pieces of Celestial entities' souls that are crystallised and used like currency?
All he does is look at you and tell you, as he has before, “All things come at a cost, child.”
