This quest belongs to an NPC, whom you must be on the same place as to complete.
To complete all a quest all you have to do is on the same plane, then click Quests tab, click the quest, click complete.

Before Completion Text
The Candle Maker keeps searching among the ruins, looking for something. He looks up as you approach him. Dirty and dusty, he wipes his forehead, leaving a streak of grime across it.
“Child, you are back. I have something I need from you. A book, a tome. I cannot recall the name of it off the top of my head. It holds the stories of the children of The Church. Well, actually, it's more of a record of the children.”
He looks around and then looks down.
“I am filthy. Can you find this for me? I will explain more once you do.”
You look at him with the expression, Another "fetch quest”.
“Don’t worry, child.” He reassures, seeing the look on your face. “It will be worth it.”
